Tried several 390 and 390x BIOS on my 290x, interestingly these BIOS use higher voltage but give lower temperature.

Depend on which BIOS.
390 PCS+ BIOS gave me lowest temperature and lowest performance, Tri-X 390x gave me slightly better performance(2-3 fps) and 4c lower temperature.
MSI 390x gave me best performance, 12.5k GPU score in 3DMark at 1030/1250, 150x in Heaven 4.0 and 2c lower temp.
The XFX BIOS won't work, i can't install any driver and GPU-Z only show blanks.

None of these BIOSes overclock well for me which is expected.

Mine default BIOS with stock clock usually GPU score around 12.1k-12.2k.

I've seen a guy with 290 Tri-X flashed to 390x BIOS and it work just fine.

Idealtech announced Sapphire R9 Fury Tri-X will cost you RM2,499. Not sure if GST inc. or not. Stock arrive in a couple of weeks and pretty limited availability.

Man i rather get Fury X for RM2.8k.

The card TDP is 275w, you need a beefy heatsink and tonnes of airflow to cool the card.

If the VRM is faulty, your card shouldn't even work.
Can you check the VRM temperature?

Did you encountered any artifacts/graphic anomalies while gaming?

Try GPU-Z or HWINFO though i guess Asus use unknown VRM chip, that's why no monitoring program can pick it up.
You can try the BIOS Asus release to "fix" this problem or you can mod the BIOS yourself to reduce the memory clock speed.

Btw, what happen when u downclock the memory speed and overclock the core? Will it still broken?

It's a dual bios card, just make sure you backup the original BIOS 1st and flip the bios switch if you brick one of the BIOS.
