Idle power is similar but Nvidia card use lower power consumption when watching Blu-ray.

That proc will bottleneck a 7950/280 and over imo. Stick with 270 unless you plan to upgrade to a better platform in near future.
Performance diff between 270 & 280 is quite significant unless that 280 was clocked at ~850mhz or something.

If you can find a GTX760 for under RM500 that'll be a better choice since a 760 is a tier or 2 higher than the 270 and it will perform better on FX-4170 compare to the same tier of AMD card.

Just tried pCars using the same replay and setting as previous but with Catalyst 15.7.1.
Gained a couple more FPS on average with similar frametime.

If i'm not mistaken, 15.200.1046.2 is the default Window 10 out of the box driver. Catalyst 15.7.1 should be 15.200.1062 which you need to download from AMD website.
