SEREMBAN, 30 NOV – Pengisytiharan Seremban sebagai sebuah bandar raya akan membolehkan Majlis Bandaraya Seremban memberikan perkhidmatan perbandaran yang menyeluruh ke seluruh daerah. Perkhidmatan yang diberikan termasuklah menyediakan kemudahan awam dan infrastruktur yang sempurna, perkhidmatan kebersihan yang efisien dan kawalan pembangunan yang terancang.

Bagaimanapun, Kerajaan Negeri Sembilan tidak mahu tergesa-gesa untuk mengisytiharkan Seremban sebagai sebuah Bandar raya. MPS dan MPN perlu memastikan asas-asas untuk menjadi sebuah bandar raya dipenuhi terlebih dahulu kerana banyak perkara yang perlu diselaraskan iaitu penggabungan majlis, sistem percukaian, sistem perparitan dan pengangkutan sebelum boleh diisytiharkan sebagai sebuah bandar raya.

Menteri Besar, Dato’ Seri Utama Haji Mohamad Haji Hasan berkata demikian ketika menjawab pertanyaan Adun Mambau berkaitan perancangan Kerajaan Negeri untuk menaik taraf MPS dan MPN bergabung menjadi Majlis Bandaraya Seremban.

“Pada ketika ini kerajaan sedang sedang menambah baik persediaan fizikal terutama dari aspek infrastruktur, penyediaan kemudahan awam yang lengkap, keceriaan bandar di Daerah Seremban dan memperkemaskan persediaan dalaman MPS dan MPN seperti perkhidmatan percukaian dan hasil, pengurusan sumber manusia, pengurusan ICT dan undang-undang kecil. Ini adalah untuk memastikan pengisytiharan Seremban sebagai bandar raya kelak akan membawa kesejahteraan kepada penduduk Daerah Seremban,” jelasnya.

Here is what Matrix's plan for BSS based on their IPO Prospectus in 2013:

Within Bandar Sri Sendayan township, there will be
1)schools and kindergarten,
2)police station and beat houses for police taskforce patrol services,
3)fire department,

5)mosque and surau,
6) supermarket and shopping centres,
7)medical centre and health clinic,
8)multi-purpose hall,

10) clubhouse with various sporting and recreation facilities as well as

Balista owner here, rest assured there are minor defects only. Matrix came within 2 weeks to rectify the problem. Some other issues like doors unable to close properly have yet to be rectified due to sub-contractor. Spoken to neighbours and all, no major problems, some tiny cosmetic cracks on wall which is quite okay.

However, water pressure is a bit of a concern, below average for toilet sink as all the toilets are using the supply from the tank. The rest (kitchen sink and washing machine water pressure is great)

So far only one responded, BSS buyer seem not so keen on Lowyat.

Earnings Drivers:
Focusing on township development.
Matrix’s flagship Focusing on township development projects – Bandar Sri Sendayan (BSS) in Seremban, Negeri Sembilan and Taman Seri Impian (TSI) – continue to be well received by property buyers despite the challenging property market. BSS will continue to be the main earnings driver for Matrix as the township contributes more than 80% of its revenue. Property sales at BSS have been growing from strength to strength, largely attributable to the healthy demand for landed properties within township developments that provide a holistic living environment.

2016 forecast EBIT Margin for industrial land & property development is 60% & 37.5% respectively however clubhouse and Matrix Global Schools is -16.7% and -134.6%. hmm.gif I tot private education is a lucrative business, may be initial investment is too high. Luckily, their portion is very minimum in term of Matrix's total profit.

This author share the similar view me instead of comparing result of Jan-Mar 2016 with Jan-Mar 2015, this is more appropriate to compare with the immediate quarter ie Oct-Dec 2015 as Q4 and Q5 market sentiment is similar. Matrix's Earning per share (EPS) improve three quarter in a row, this is impressive at this bad market. EPS increase mean BSS's still in demand biggrin.gif

不过,盈利方面个人倒不认为和去年同期比较有很大的参考价值,毕竟当时是有点不寻常的单季表现,加上是房产业从高峰期滑落的转折点,所以直接比较的话会显示很大的落差,而个人认为目前市场情绪也已经逐渐消化了房产业滑退的趋势,所以从今年第二季开始看待骇客的盈利变化会是比较能够反映出现状的做法:

Q2'16~EPS 6.5仙
Q3'16~EPS 5.9仙
Q4'16~EPS 6.7仙
Q5'16~EPS 8.6仙(刚出炉的最新一季)

可以见到,近三季盈利都显示进步的表现,在这种时期是难能可贵的。目前公司主要还是把目光集中发展芙蓉的产业,是可以期待的一个地区。如果未来的每季盈利可以保持在8仙左右,一年就有32仙,以RM2.50股价计算,PE 7.8左右。

Based on the presentation slides for Q5 & Q4

Elvina (Hijayu 3B) take up rate increased from 92% to 96% for quarter ended 31/3/16 ie additional 13 units sold. 320 out of 333 units sold since it launched in Q2 2015.

Suriaman (phase 1 & 2) take up rate increased from 58% to 73% ie additional 58 units sold. 281 out of 385 units sold since it launched in Q3 & Q4 2015.

Fallona (Hijayu 3 phase 1&2) take up rate increased from 13%(phase 1 only) to 51%, 120 out of 235 units sold since it launched in Q4 2015 & Q5 2015/2016. thumbup.gif

Based on Matrix 30/9/2016 presentation slides both 330 units Elvia & 50 units Metro Park shop lots has been 100% sold.
Notice that Matrix wrongly stated Elvia completion year as 2018, it should be 2017 instead.

Besides that 98% of 385 units Suriaman 1 (Phase 1 &2), 97% of 64 unit Elymus, 95% of 21 units Suriaman Biz, 88% of 163 units Merchant Square 1, 76% of 124 units Suriaman 3, 59% of 232 unit Suriaman 2B, 56% of 339 units Fellona etc has been sold and will be VP in 2017/2018. Assume all remaining units sold and 30% occupancy rate for residential with 4 to 5 in a family by end of 2018, at least 2,000 residents will be moved to BSS.

Let not forget 1,500 air force personnel (7,500-8,000 if include family members) will be moved in stages during 2017 & 2018.

Plus existing Nusari & earlier Hijayu residents of approximately 30,000. By end of 2018 BSS should have at least 40,000 residents, the critical mass for a vibrant township achieve within 8 years from the first VPed of Nusari Bayu 1.
