Chemical wash, when you are close to fan coil blower, notice one side got air, another side no air.
Mean that , coil fins has been blocked by dirt and moulded.
Normal service just remove the mould on fan blower only.

Outdoor is depends on the environment.
Let say, the condensation got cover. After 3-5 years check on the coin fins is this fully block by the dust?
Without cover is direct on sun, rain water mostly can help to clean on condenser coin fins.
Even after 10 years still look new.
If too dirty, can use chemical to wash or use water pressures to spray on it.

Never use them before.

depends on the chemical used .
chemicals  can say have 2 types  . there are other type so need to read the  labels.
1  alkaline  .    this one need mix with water and spray on ,  and later need  water wash off.    Strong ! 
2.  pH neutral ,  most come in can sprays ,  spray on and  turn on AC  to wash off.  example WD 40 AC cleaner. 
chemical wash can anytime  be done  when  fins are  getting clog  after inspection . service time depends on your usage time.

normal  wash with water /  is not that effective  .  the dust /grime  still  stick on the fins. 

if your fan air  is weak  or uneven .  you need to check  fins  clog  and  fan blower  blades / covered with layer grime.
