Any qualified architect can submit, not necessarily their "panel".
MPKJ has pelan setara/standard plan for terrace house (intermediate lot) back extension. Is cheaper and faster. Plan ready drawn, just fill form and purchase. If u go early morning, and wait maybe same day can get approval, else within 3 days should get approval. Owner can self submit, and self take responsibility. But no CCC ya; if want CCC need engage architect. Need construct following the drawing, ie. can't do concrete roof.

New roof = new extension regardless what type of roof.
Previous owner didn't apply, thus is illegal extension. You not only have to legalise it but also pay the fine.
