It's not major dilemma. If you're going to run multimonitor and/or at 4k & higher resolution then 8GB would make sense because running games at max settings will eat a lot of VRAM. Even if you did want to run in this kind setup, you'll need two or more 8GB cards. If you stick to 1080p, then 4GB is more than enough. Your PSU is fine for single card.
It's not that simple. Fan on the cooler is not designed to work based on tdp but it based on temps, specifically the core temp. Higher tdp doesn't necessarily mean it will run at higher temp than lower tdp (read heat vs. temperature). It depends on the cooler system. Fan speed & noise depends on a couple of factors like the cooler (heatsink) efficiency/performance & fan specification.
