Means you cannot browse web with browsers + apps that require network connections couldn't connect?
If yes you should try this solution posted earlier days ago.

Just found a rather small but amusing glitch/bug in Windows 10. My PC charges faster than most of the existing computers.

(The counter always stuck at 1 minute)

Is the tcp/ipv4 section being ticked?
EDIT: or is it you're using VPN connection?

and which one of them is faulty
Experientially try Windows key + R, type devmgmt.msc, find display adapters section then expand it to see if the drivers are faulty.

Win10 will not throttle the traffic. Despite that, in the EULA it is mentioned Microsoft can auto detect the software's configuration and stuffs as well as blocking them.

I don't know but happened that my bro's asus laptop cannot connect to wifi and prompted "can't connect to this network". Ridiculously, after switching the power saving off, wifi runs fine.
