the app will know your location thru gps, not mobile network
thats why you need to on gps

yes correct, the app that use data is because they will download the map, but I think for performance
they may only download the map that has changes, and most important download traffic info, etc

if not mistaken Google Maps also can do offline, but you need to download the part of the map
that you want

for navfree offline gps, you need wifi/data to search for destination
after search can offline
previously search location will be save
so if you need to navigate to any location that you search before no need to on wifi/data
