1st, 2nd, 3rd prizes are not a problem. What we are talking here is the Jackpot 1 prize where any 2 4D numbers from the top 3 prizes match the results.

If it's the latter, as long as there is no independent auditor to audit the algorithm, it can still be rigged.

4D companies do not need to rig anything to make money, because the numbers are on their side.  Just that they may rig it to favor certain parties to exploit tax loopholes etc.

Anyway, lottery companies which are privately owned should not exist.  Lotteries should be handled by the state to benefit the country as a form of "idiot" tax.
