1.) Distance to KLCC about 35km, congestion depending which road you are using. Off peak period it takes you about 30 minutes to reach midvalley and about 35 minutes to reach bukit bintang. During morning/evening rush period, most of the roads enter/going out to/from KL city center are jammed up. Semenyih is about 15-20 minutes extra driving from this jam area. How long it takes to travel in this jam area, perhaps you know better than me. Yesterday I met my taling in cheras somewhere near Leisure mall. We departed about the same time, she is from KL city center and I am from Semenyih, know what, I reach the destination about 25 minutes earlier than her. She was travelling about 10km but me travelled about 27km. That's why between jam and distance, jam seems the most crucial issue.
2.) Since you already aware this is a pioneering project, it must be associated to some risks. I don't have crystal ball and I cannot predict any potential value appreciation. The only thing you need to ask yourself would be is it worth or not worth to buy, can you find such property with such price, such township, such connectivity and such amenities in the area you want, evaluate and justify, and of course eventually you must have the guts to make decision, whether can or cannot go for it.
