I could never understand why some institutions brandish around candidates' proposals like this. I wouldn't like my proposal flying around like that. Glad that you finally only needed to submit the abstract.

yea, i have to dig around for the policies and show it to them. only then, they withdrawn their decision. luckily. 

At least your uni is managed well enough to have policies on this sort of thing. You are resourceful enough to search for it, and gutsy enough to stick to your guns.

I've submitted my full proposal to the office for graduate studies. Now, someone wanted to circulate my full research proposal to everybody zzz.

The correct instruction- according to the policy is the circulation of abstract only.

By the way, a decision has been made. That someone withdrawn whatever he/she had said. Only full abstract is circulated now.
