The officer would then circulate internal e-mail to everyone in the university to invite them to attend the presentation. The e-mail would only contain the candidate's name, student ID, topic of research, and (sometimes) a short description or abstract. I think this what someone from your faculty meant.

In fact, you may need to submit 3-4 hard copies of the report. I doubt you would need to distribute your full research proposal to everyone. As mentioned by fellow Critical_Fallacy, talk to your faculty's office and get the correct information. After all, you would still need to follow the instructions if you wish to graduate right?
