Because why spend unnecessarily when the number of critiques outweighs the chances of winning the league. Think about it, More People will criticize if the team is not performing well having signed a new player. It's like saying you buy new players therefore you must win the league now. ManCity is a good example. Mourniho has a point when he says all pressure is on Mancity's Pellegrini having sign an atrocious number of players during the summer. If they don't win the league, everyone on the planet will question and gun down Pellegrini.
The shift of power at the moment is well-balanced with top 4 not signing anyone. It is up to our players to perform well throughout the season is what Wenger is thinking now.
As fans, we all hope Arsenal will sign a player so as to strengthen the chances of winning the league. If we did buy, all eyes will be on Arsenal to win the league. therefore the amount of pressure is higher. Wenger doesn't want to mount that amount of pressure on his players.
i believe our case is not to be compared with those that signs just for the sake of raking in the best players. we need to sign because we clearly needs another striker.
and when u need someone, u dont wait. having players available onot is another story
u do what u need to do. how to win if we just wait for others to move and make our chances of winning the league remains stagnant if there is no one moving?

Might not be logical for you but it certainly is logical to Schalke. Seems like we want the player but Schalke is reluctant.
Draxler is perhaps one of the first names on their teamsheet and you don't simply let one of those go without having a replacement. Plus its the middle of the season and their fighting for a Champions League spot. Moreover their replacement, Sidney Sam will only arrive in the summer.
Its like us selling RVP to United mid way through the season instead of end of the season. Would you have approved of that?
We want to do business but not Schalke, and its understandable given the timing and circumstances.
i think u have misunderstood what i meant.
