Spinning reel sizes explained
1000 to 3500 (or 10 – 35) class reels are small reels likely to be used for a lightweight 6 – 7ft rod targeting small fish species. Typically the monofilament line weight range for these smaller reels is 2-10lb (1-5kg) or 4-14lb braid.
4000 to 5500 (or 40 – 55) class reels are medium sized reels likely for a 6-7ft snapper or barramundi style rod. Typically the monofilament line weight range is 8-14lb (4-7kg) or 8-25lb braid.
6000 to 9500 (or 60 – 95) class reels are large spinning reels to suit varied rod sizes including heavy-weight boat roads or surf / rock fishing rods. Typically the monofilament line weight range is 6-15kg+ or 12-30lb braid.

the 3k/ 4k is the size not the cost

For that price you are better off with Shimano Sienna reel + Storm Adventure Xtreme Rod or Okuma Nemesis Rod.

The above recommendation is for UL setup.
Suitable for fish 3kg and below, but if you a expert 10kg above also can using UL setup.

it was recommended by a friend who is into UL fishing as well. so he asked me to take a look into it. saying it's good for beginners.

Didn't know they only produce UL specs for these rods

I forgot they do produce other specs of rods.
I'm only using their Nemesis UL rod... So... forgot... lol

hello guys. i just start fishing again and i think i want to try baitcasting. set my eyes on abu garcia beast reel and tournament rod. either than that could anyone here suggest what is the best all rounder setup for saltwater and freshwater

go for shimano or daiwa setup.
