This kind of function can be added/modified using existing system la. Why need 1 bil?

Let's see what the app does.
Send user info identifiable via phone number.
Send response type: police, ambulance, etc.
Send GPS location.

Did I miss out anything?

Last time I call police they can automatically identify me via my phone number only.

Not related to cost.

How do the recipients receive and interpret them? If a police station is equipped with stuff to do these, what about the vehicles dispatched to the site?

Besides, rely on public or private networks? If public, a normal outage or sabotage may mean no help for victims.

The rm1 billion for the app is a misprint (which they have fixed)from NST

the app is part of the MERS 999 project developed & run by TM (i.e. our national 999 emergency response service) which cost about rm800mill. AG reported potential songlap of RM13.5 mill

The first phase of the Project was completed in 2009 and included the following:

The set up of three primary regional emergency call centers (in Kuala Lumpur, Melaka and Kuching) to receive, filter, process and transfer all of the country’s emergency 999 calls to one of the four agencies concerned (PDRM, BOMBA, Ambulance and Civil Defence).
Thirty One (31) Dispatch Centres located within the Klang Valley region (Kuala Lumpur and Selangor) ;
One national training centre located in Taman Desa, Kuala Lumpur

Installation of Emergensys’ latest Computer Aided Dispatch applications.
A technology update such that all data processing is centralised at a single location and implementing a Virtual Machine (VM) architecture for all call taking and dispatcher workstations.
The first roll-out of the Mobile CAD (MCAD) to the ambulance agency.
The addition of a 5th agency APMM (Malaysia Coast Guard).
The set-to-work of 228 new Dispatch Centers (DCs), allocated between 86 new Police Dispatch Centers (DCs), 103 new Fire DCs, 30 new Ambulance DCs, 5 new Civil Defense DCs, and 4 new APMM (Coast Guard) DCs.
The re-training of the Master Trainers to accommodate the updates in the CAD and Mapping applications and for the new MCAD application.
