This kind of function can be added/modified using existing system la. Why need 1 bil?

Let's see what the app does.
Send user info identifiable via phone number.
Send response type: police, ambulance, etc.
Send GPS location.

Did I miss out anything?

Last time I call police they can automatically identify me via my phone number only.

The way I see it, it's not very different from existing emergency response system. It's like an additional module to the existing one.

Maybe we need a proper breakdown on the implementations.
