rm1 billion just for the app is expensive
but for the whole emergency service with nationwide deployment. that's pretty cheap.
emergency service = app -> center where they contact relevant authorities and coordinate the emergency response -> police, ambulance etc

QUOTE(hwt @ Nov 28 2013, 01:54 AM) » Click to show Spoiler - click again to hide... « Not related to cost. How do the recipients receive and interpret them? If a police station is equipped with stuff to do these, what about the vehicles dispatched to the site? Besides, rely on public or private networks? If public, a normal outage or sabotage may mean no help for victims. QUOTE(andriel @ Nov 28 2013, 02:48 AM) The way I see it, it's not very different from existing emergency response system.
