rm1 billion just for the app is expensive

but for the whole emergency service with nationwide deployment. that's pretty cheap.

emergency service = app -> center where they contact relevant authorities and coordinate the emergency response -> police, ambulance etc

and PDRM recently announced they are adopting the system for crime emergency as well.
