i use chlorox bleach, ph12 not acidic

Yes you can. However, you will need special equipment and technical skill to apply on windscreen. Otherwise I do not suggest you apply it on your car windscreen.

Here is the application method from technical data sheet.

"Apply SurfaShield G by HVLP ( diameter 0,8mm) spraying. Two or three applica􀆟ons of a very thin layer are recommended. Between each applica􀆟on let the material dry (up to 10 minutes strongly dependent on ambient temperature). Do not apply excessive amounts of the material on the glass surface (do not allow dripping)"

Plus, your hand movement has to be consistent while applying it.
