That's correct. Stopover usually is longer.
Circumstances? Incidental flight cancellation due to unforeseen reason, i.e. unavailable transit flight, technical maintenance, etc, or intentional 'stopover' to visit somewhere quickly before taking off again.

For example, if you booked a red eye flight at night from Penang, that has a stopover of 17 hours before heading off to Haneda, you can have the choice to sleep in the airport, or exit the imigration and sleep in any hotel nearby or in town, then come back to airport again for take off to Haneda the next day. That is a transit that turned into stopover/layover.
Personally, I hate transit/stopover, as it wasting too much time in transit, provided there is an affordable flight as alternative, that is.
