From experience, usually is the 1st checkpoint before you even step in for 1st X-ray. I've seen air crew stood beside the uniformed officers scrutinizing passengers. Once, I saw a malay guy travel in a team was stopped and told to check in his somewhat 46L backpack because he exceeded the sized allowed.

after custom check, there is no more checking.

2. Immigration
3. 1st Security check

4. 2nd Security Check (strictly no liquid bottle)
- after this you can buy water or refill water bottle from dispenser (which is like super far and rare in KLIA2)
5. Boarding

That's it. Not only for Taiwan but applicable to Taiwan bound passenger as well (Gates P and Q).

a friend told me he saw someone asking for hot water on flight and the stewardess delivered one in mug without asking for payment.

does that mean, water (other than mineral water) on flight is free?

But if i have no luggage and already web checked in 14 days before departure and printed my boarding pass, I could just arrive at the airport 1 hour before and walk straight to the immigration, then boarding gate directly.

The fact that 4 hours is being requested for those who has not web checked in is due to the fact that the volume for AA is way higher than the non-budget airlines. Same logic goes, if there is low volume on AA, there is no need to be 4 hours earlier.
