How come my area LTE only can get download 10MBps but upload can go up to 20++mbps?

I have the Maxis Biz68 unlimited package but the SIM is in a Huawei e5331 device.
I want to know if: 1. Can it download bittorrent? I dont own a desktop at home but just an old laptop. Sometimes, we want to download a torrent but seems like cannot. I tried uTorrent because my friend tell me no need to configure (not IT expert) but does not seem to work 2. Do i need to upgrade my MiFi device to a 3G modem / router or sorts to be able to download torrent?
While you guys are worrying about your LTE speeds, my landline has been disconnected due to renovation works, my home is fully dependent on 3G to stay connected to the internet.
Please help.

If use public ip ur speed will be terribly slow and public ip doesnt has any relation with ur bt speed

That's the answer to your question. Public IP has nothing to do with BT. Modem has nothing to do with BT.
