Actually just click "general" tab area and drag it. Btw, you can also drag out other tab to form a 2nd chat box.

Weird, I always thought it's part of the HUD layout setting but couldn't find the chat box option there lol, so apparently it's separated

top left is usually used to position your world map. the monster hp location is actually better left at the bottom part instead of top so it's easier to keep track both the buff time and skill cooldown times at the same time. you can also consider using the vertical hotbars (7~10) to optimize the ui usage.
