Actually why valve always restart sever? I don't get it at all. Sever down? No Backup sever?

Agree. But perhaps they want to "save cost" while also earning indirectly from those Valve Store purchases. This game is definitely free. But they still profit from other areas.

So they need to provide more and more servers I guess.
