Once you update Surface to Windows 8.1, to close an app, you have to swipe from top to bottom, then HOLD IT AT THE BOTTOM, for at least 3 seconds, until there is an animation that the app screen flips, then only the app is closed.

I'm not sure, but it's the same thing as PC. You can save up more RAM for other programs. Maybe save battery too (Microsoft mentions that it won't consume battery though).
Anyway it's a good practice to close any programs you don't want to use anymore for the time being. Your Surface will get tired yo.

Of course it is normal. The apps are still running in the background actually (well not 100%).

I don't know about Surface Pro since it is PC alike, but Surface RT is a tablet. Not really need to shut down bro. biggrin.gif
