but the ruler method is actually not as good if you like your shifter tilted up... the ruler method is a sort of middle ground where your reach for the brake levers from the drops is well covered while the shifter is not tilted up so much...again, what bars you use affects a lot on how the shifter transition feels from bar to hood..
for a lack of examples..

contadors shifter setup... tilted quite high (the bike is propped up from the back, so the shifter looks very level)

andy schleck's setup... from the days of saxo and sram...he prefers his shifter more lower and forward... but he also uses a shallow drop while contador is more on a compact i believe...

a better comparison of their shifter height side by side (not quite side by side, but pretty close)

perspective wise hard to gauge... but boonen's setup is also pointing the shifter quite forwards...
i guess contador likes his shifter that way because it is an easier reach for him as he uses the hoods quite a lot both in and out of saddle...
for your case... i think you have to adjust the bars to where you like it... especially the drops where you hold them..and then unwrap your bar tape and move the shifters up further and re-wrap again... a bit trial and error until you get it dialed in...
