because they are ultrabooks, so the processors are tweaked at a weaker state to compete with core i5 ULV processors to save battery life.

only ultrabooks and some certain models do come with core i5 ULV. however, like dell's new inspiron models which comes with core i ULV processors, they are not suitable in the ultrabook category.

to differentiate between ULV and normal processors, at the end of the model number are labelled with U (for ULV) or M/QM (normal dual/quad core).

no benefit but samsung does comes with tons of bloatwares. so talk frankly, your laptop will be a hella slower. lenovo so far has the best spec at here. you should let him consider.

but be note that the processor you have on surface rt and note 10.1 is an ARM processor, which means all x86 x64 based apps are not supported on surface rt and note 10.1. this acer still uses x86 x64 processor and you have the chance to install plenty of programs into it as it is windows 8, not windows RT. so i dont take this acer as a tablet. and some more, you requirements and budget doesnt allow you to get most of the touch screen laptops. 11-12 inch touch screen laptops are very expensive, and you want something practically is lighter. if you can go on with 14", then you can take a look with this :

s300 (13 inch) is lighter compared to s400 (14 inch).

so my suggestion here is choose what fits your requirement and budget.
