For packages, you can refer to http://www.pinganchorage.com.my/perhentian_island.htm Don't know if he rates are updated or not. For diving, most likely you'll pay the hotel per night. Deal with the hotel directly if possible. You have to call them up to find out. Sometimes they have off peak season rates. For 1 or 2 people, and during off peak season, some of us also just walk in and check which hotels are cheaper.

I just came back from perhentian besar last 3 weeks ago. Yes,if you have bunch of people and u would prefer at night there is some activity,party then go for Perhentian Kecil, Long Beach. Long Beach basically is the happening place in perhentian. Like my case,there will be people offering you water taxi service near your hotel to long beach for a-not-so-cheap fare at night,because from where i stay,it will be quiet after 10pm after all the restaurant close down.
