Long answer: No also. EPF is paying dividend like FD interest, but paid once a year at end-of-tenure. Yes, is calculated monthly interest, but paid once a year. Any withdrawal can presume similiar like penalty for early FD termination (although is not it).
Your number is right for full year divide 12 months.
So, I plug into my excel sheet to start with 5M, withdraw 22,916.66 every month on 1st and last day of month (2 simulations), but the number doesn't differ far. (using 365 days, not leap year, lazy modify too many variables, just for simulation differ by cents only)
Year end balance: 4,992,993.55
Dividend receive: 267,993.4667
Which divide by 12 = 22,332.7889 average monthly dividend, lower than full RM22,916.66 dividend if no withdraw.
Reason is mainly due to EPF formula for deposit/withdrawal, there are some days not included into that month calculation.
The number to maintain 5M balance based on 5.5% is to withdraw roughly RM22,347.295 every month, instead of RM22,916.66
Or withdraw lump sum about RM261,372.81 in January.
