On one hand I applaud your heart and initiative, but I disagree with your suggestion.
What makes these people so special? (Aside from the fact that they got scammed). Why should their needs for work and earning a living take priority and precedence over the rest of us, who are (generally) hardworking and honest people?
These people were greedy, and looking for an easy way out of life. As a result they got scammed. Now is the time for them to learn to stand on their own two feet. There are MANY people out there who have succeeded in paying their medical bills, kid's tuition at a foreign university, big house, big car etc, because they did it through their own blood, sweat and tears.
Keep in mind that many of the people who invested in Genneva were well off to begin with, as the minimum investment was rather high. These are not low class, low income families who got cheated out of their hard-earned savings. Many of them come from middle to high income backgrounds, and were motivated by greed and easy money.
In short, 99% of these investors do not deserve any help. Resources should be allocated to those who need them, and these bunch of people, don't.
