If blocked, most probably after you exit whatapps, you can't receive new notification (since the background task description there say it retrieve message in background if un-blocked). Unless you open the apps to refresh new message.

btw, since it was now background task based, when battery saver mode on, windows phone 8 will automatically block all the background task running behind to save battery power. So if you exit whatapps while battery saver mode on, you can't receive new notification unless you re-open the apps to check new message.

It seems Windows Phone apps store got problem, even wpcentral report it at USA.

how to check for updates?

Go To Your Store, on lower side will show Updates(xx)
xx number of updates. But currently marketplace got problem every seems cant update :/

Pandora is not available at Malaysia region apps store, you need to change the region settings on your phone to other country (USA for example). After restart the phone, you should able to download pandora from US region apps store.

can't find the "region" section

Go to settings > Language + Region. Change Country/Region from Malaysia to USA.

Press the restart button at the bottom.

After restart the phone, go to apps store at US to download.

Some apps are region specific one, so if you want to download, you always need to perform step above to change region to download certain apps.

And I don't think Pandora works in MY
