Yes in overall performance blue is better than green, and they are similar in price.

Some brief summary among them, from other website.
Green - energy efficient and slower
Black - faster, not energy efficient
Blue - mix of both

Yes generally the specs u mentioned above is good enough for your sibling. If not going for some heavy program usage, perhaps u can try to consider an Intel i3 build that is more budget efficient icon_rolleyes.gif

You meant B75 vs H77 chipset?
There's some little differences between two of them. B75 has only 1x Sata3 port and Raid configuration is not available, but H77 can.
For more info about those differences in chipset u can refer to This
Casing is quite depends on personal taste somehow. Better casing gives better upgrade options, airflow, dust resistance, cable management, etc..

Yes the power supply is sufficient. The power consumptions of the specs should be less than 150W only.
