if you're new to Android, etc... better not.
with Android, you can download the program from many sources -- legal or otherwise. you are not limited to just apps from Google Play.
to install apps from these alternate sources... you need to check that box (to allow installation from non-Market source).
but yes, this is also used to install pirated apps.
why this hassle... because outside of the Market, Google can't really 'guarantee' the apps is safe. the 3rd party apps could have some virus programmed into it, or something like that.
but sometimes, yes... you need to use this. for example: tubemate is not available from Google Play. so, i need to download it from their website, check this box and then install the APK file.
i'd suggest that once you install whatever you want, uncheck the box. that way, you'll be safer.

you need to enable it first... i think under motion control.
