since i am in Penang now, i have searched through various shopping mall near Komtar area, and have found that the money changer at ground floor of Prangin mall should be the cheapest of all I asked around that area. the name for the money changer is Cairns Multirade sdn bhd which sell KRW in only 2.80 ( should be the most cheapest in the town, but more importantly, it is even cheaper than the one in Midvalley.) 

as i remember my friend told me that nowadays KRW rate is rising, and without a doubt, after knowing that it is 2.80 selling, i buy it for RM1500 because I guess it is nearly impossible to get a < 2.80 in current time. 

Hey guys is there any goof place around PJ and KL that offers the best exchange rate for Taiwan dollar? I've heard of Sungai Wang but I'm not really familiar with the place.

Basement Floor of MIDVALLEY MALL. there are two changers virtually next to each others that offer by far the best rates I have found anywhere in Malaysia. those two places are very busy (in most cases many people queuing up, which is always a good sign), and there is a permanent flow of cash, so there is a good chance you can get a decent rate for yout TWD.
they are located next to a smaller side-escalator leading to the ground level. Not TOO difficult to find, just walk along the basement level and sooner or later you will see them, not far from the main Carrefour entrance. Both changers offer virtually the same rates
