A Quill rises from Vision City

PETALING JAYA: Vision City, one of Kuala Lumpur’s most prominent failed landmarks, is abandoned no more.

Widely-panned as an eyesore on the level of Plaza Rakyat, Vision City is being revived as the RM2.5bil Quill City, a 7-acre mixed development on Jalan Sultan Ismail.

Anchoring the development is the 6-storey Quill City Mall, whose highly visible, half-built shell had lay disused for the better part of a decade. Quill City will also feature a residential and an office tower.

Although slated to open in time for Hari Raya next year, the mall has already pre-leased more than 50% of its space, Quill group executive director Datuk Michael Ong told StarBiz.

“People still think the place is abandoned, but it’s all happening inside. We’ve been banging away for the past six months,” he said in an interview.

The privately-held Quill has a lot riding on this project, not least because it has agreed to sell the mall in its entirety to the Employees Provident Fund (EPF) for up to RM1.2bil, or RM1,561 per sq ft.

This is believed to be EPF’s first purchase of a retail mall in Malaysia. The pension fund had accepted the offer to buy the mall in December 2011, followed by the signing of the sale and purchase agreement in March this year.

The sale is subject to certain “performance targets” such as physical completion within three years and a minimum occupancy of 70% within 12 months of commercial operations, according to a RAM Ratings report in March.

EPF and Quill Retail Malls Sdn Bhd, the unit set up by Quill to undertake the development of Quill City Mall, will also enter into a type of sale and leaseback arrangement that would allow Quill to manage the mall under EPF’s ownership.

The plan entails Quill leasing the mall for three terms of three years each at incremental annual lease yields.

Quill Retail Malls had earlier this year gotten Danajamin Nasional Bhd, DBS Bank Ltd and United Overseas Bank (Malaysia) Bhd to co-guarantee a RM700mil bond issuance for project financing.

RAM Ratings said in a ratings announcement last October that the repayment of the debt would mainly be derived from the sale proceeds of the mall to EPF.

Quill City Mall marks the first large-scale retail venture for Quill, which made its name building custom offices for multinationals and selling luxury marques including Rolls-Royce and BMW.

As the focal point for Quill City, the mall will take up the bulk of the project at 60%, or 4 acres.

Quill City Mall has an approved gross floor area of 1.35 million sq ft and net lettable area of 770,000 sq ft. It has so far secured three anchor tenants comprising a department store, cineplex and supermarket.

Ong said the department store was set to be the mall’s biggest tenant, occupying four levels and 230,000 sq ft.


Whilst this could not be confirmed, it is believed that Quill had beat out the likes of Eastern & Oriental Bhd and Singapore’s UOL Group Ltd in the bid for Vision City in 2007.

Quill paid RM430mil for the remaining unsold and partially completed properties from a unit of the then Rashid Hussein Bhd (RHB).

RHB had sold a parcel of land for a fourth office tower, a half-built retail centre with four levels of basement parking and a partially completed apartment block with or retail podium with four levels of basement parking. The project came with a pre-approved development order from City Hall.

In 1995, RHB Daewoo acquired 11.5 acres of land for Vision City. It managed to sell three office towers at the site before the company ran into financial difficulties during the Asian financial crisis.

Despite its tumultuous past, the new owners are unfazed.

Quill City Mall, which would boast the longest street frontage for a retail centre in the country at 300m and a link bridge to the Medan Tuanku monorail station, has received “strong enquiries” from potential retailers, Ong said.

Previous studies showed that some 300 retailers were not represented in the immediate area.

Its leasing managers aimed to benchmark rentals to 1Utama, Mid Valley and Sunway Pyramid, according to Ong.

Quill has opened lease applications to prospective tenants for retail lots ranging from 800 to 1,000 sq ft, although it has received enquiries for larger sizes, he added.

The mall, targeting the mass market, has a ready catchment of 5,000 people from the existing 30-storey offices connected to it that were built and sold by RHB Daewoo.

Quill plans to launch the residential component sometime next year and a 40-level office tower later.

Quill Residences, at 36-storeys, comprises 552 units starting at 660 sq ft and RM1,300 per sq ft, giving the smallest units a price tag of close to RM1mil.

hi i got 1 unit lock in very early bird since last year , and the net selling price only 720k , 654 sq , which means only 1100 per sq. compare with going to launch for 858k for 660 sq which means 1300 per sq . im willing to transfer out if got good price , interested buyer can offer me , as i believe when the quill city mall residence official launch and it will mention 80 / 90% already sold out .

Yes is true... we are still suffering from "middle income trap".

I think for the mall, F&B can do very well. Also, alot of questions are asked why EPF in search for high yields, invest in this mall. Ermm....

wa... the mall also half dead... doing worse than sunway putra mall.... in current economy...i think they will continue selling until they VP.... just like the regalia... clearing developer units for so long...

worse than sunway putra... during weekend... i went to this two malls before... quill really... grocery shopping is ok... but other than that... nothing much to shop already... nothing nice to eat... only good thing is cinema...

no la.. sunway putra mall also half dead and extremely silent.. try to visit the mall on weekdays.. you will be "wow" by how empty the mall is.. even some shops already closed down at vanity halls section doh.gif

weekdays i would say both also almost the same... ghost mall... except on the lunch time... but weekend putra mall able to attract some shoppers who looking for certain brand to shop instead of like quill mall... other than aeon, next is H&M... thats it... the rest of the shops are mostly eateries.... blink.gif blink.gif but both malls also not able to fully occupied all their units with tenants... biggrin.gif biggrin.gif

and the funny thing about putra is that the mall is located near to LRT & KTM station, condos, office tower, hotel and private residences but still not doing well.. the worst sections are the Asian avenues aka ghost avenue and digital centre which doesn't have any people at all walking to there.. wonder how the tenants are able to survive at there? bangwall.gif heard from my friend that most of the tenants are suffering massive losses especially non-F&B.. even led lobster at here closing at 9.10pm

yupe.. I agree quill is good for groceries shopping and movies as well as H&M (because they have H&M home at here) haha.. but for fashion, the management really need to step up to pull more interesting tenants.. icon_rolleyes.gif

this one is a horrible prop fr investment or ownstay at this pricepoint. 1000psf is reasonable la for the slum surrounding, failed mall n chowkit area

sorry this is NOT klcc, its chowkit. even the summer suite is not bad for rental purpose. friends doing airbnb very huat but appreciation is slow due to soxo product.

lol.. even sunway putra doing badly as well.. connected directly to pwtc LRT station and only have people when pwtc hv events else it would be empty..

see what people says about this mall

"im regular at sunway putra.. only restaurants are doing OK i think. the rest kosong, esp the top floor"

at least both quill and putra doing much better than parksons maju junction of which F&B outlets are empty on weekends bangwall.gif

from my eyes, it is not on same level as OneU, Pavi, KLCC, Pyramid and MV the big 5. Also crowds wise definitely not on par with suburb mall like Aeon BT, SCM etc. However i believe the mall serve the needs of urban workers, students etc.

had a chat with the salesperson.

Now they are selling at rm1600psf. with a dead mall, a lousy monorail line, and located in neither here no there. So please save your money and get a marc residence also at rm1600psf.

The mall is and will be dead for coming many years. the monorail never knows what time it will arrives and it's hot without A/C, one of the most horrible train we have.

Friend visited this mall today. Occupancy less than 20pct. Most shops have closed. Only a few restaurants still opened. Only 1 of 6 floors are occupied. Escalators will hardly bring you past the 2nd floor. Cinema still open right?

Wholly agree. Rode on the monorail once and its really slow. Even waited for more than 10 mins and still no train when I got into the Raja Chulan station. In the end, I just walked all the way to the Bukit Bintang MRT station just to go back to where I parked my car.

Wonder when Prasarana will replace the monorail entirely for a more efficient transport...

i think the mall not running well might due to the tourist seeds round that area. Not much residence staying round to support and i remember they open before full occupancy that makes a lot of people not going back.

This is why I don't believe in high priced or very high end properties for investment.

Just imagine that one is kl sentral with MULTIPLE top MNCs trains to airport and basically everywhere and decent mall.

This one got any of those??

Went to the mall, it's so dead. The most dead I've ever been. Saw the showroom still open so walk in to kepochi, the sa says it's now selling around 960 psf for the smallest studio

Always pass by becoz of chilli pan mee.

Surrounding really no good. The mall is half dying. Only the Heritage Row can look see abit.

Many star lvl agents pushing for half years also no good result. Buyers really getting smart.

I suggest you should determine whether your investment plan is mainly on long term rental or short term rental.

As I know, sunway velocity area is more tend to long term rental, quill residence is more tend to short term rental.

Then you need to think is the layout suitable for which kind of rental, and then survey the rental rate surrounding it.

In additional to my post above, since there is a new project next to it, which is Majestic residence, it is certain that the mall to gain increase foot-flow in the next 3 years.
This is because residence from Majestic can walk to Quill City Mall to buy groceries, visit their cafeteria (NSK food), other restaurants, buy clothes, watch movie...etc.

If buy Quill residence now, there's about RM30k savings from the progressive interest and can move in or rent out after the handover this year.

There is also a plot of land next to Quill City Mall. It was intended to build office tower but Covid hit and since then there is no news from both MRCB and Sentral REIT on the land.

This is a long-term investment, where there is scarcity of land in KL. Can buy for the next generation to stay-in or sell in future.

One may question why this project is struggling.
It checks off practically all the boxes, location, FH, close proximity to KLCC, LRT/Monorail, commercials, eateries, banks, shopping centres, etc. practically everything is within walking distance, so why isn't it doing well?
Simply go to the site and do some crowd profiling and you might get an answer.

By the way, there is a lot of undeveloped pocket land nearby that is waiting to be developed ya.

I checked project yang sakit by kpkt website, got quill residences inside.

What is that mean? How is it affect to the investor?

In additional to my post above, since there is a new project next to it, which is Majestic residence, it is certain that the mall to gain increase foot-flow in the next 3 years.
This is because residence from Majestic can walk to Quill City Mall to buy groceries, visit their cafeteria (NSK food), other restaurants, buy clothes, watch movie...etc.

If buy Quill residence now, there's about RM30k savings from the progressive interest and can move in or rent out after the handover this year.

There is also a plot of land next to Quill City Mall. It was intended to build office tower but Covid hit and since then there is no news from both MRCB and Sentral REIT on the land.

This is not just long term investment it’s a not in your lifetime investment. Maybe your grandchildren might see some gain when we’re at apocalypse stage.

Redevelopment is always an option. Metropolitan cities like Shanghai, Beijing, NYC, London, etc never stop to have new launch, why would kl.
