If it's the same airline. Check with the ground staff when you check in for what to do.

Hand carry all your batteries (that are not connected to a device). That's my understanding.

As for how many powerbanks, not sure about that. How many are you planning to carry? Check Dubai airport security too. Sometimes have to go thru security check again at transit airport and things can be confiscated over there.
