Is BR trying to hit City on the counter by choosing Sterling over Downing. Sterling clearly has more pace and seem more willing to take on defenders, fearless little winger at the moment really. It also helps that he is somewhat of an unknown player to these City defenders so he is more capable of springing surprises.
