Return and processor & GPU to the shop and ask for a refund & compensation.
It seems the shop sold you some below par specs and didn't help you to install Windows with the right drivers.

what are your cpu/hdd/memory/gpu loads/utilizations? please have a logging/benchmark running in the background to gauge

also your fps value if it is constant or sudden spike/dips etc.

i felt it more in D3 ... i can play new CoD games with almost max settings and i rarely get such spike. i cant imagine D3 being more taxing than those FPS. im not even playing D3 at max .... i get spikes even when i set to everything lowest ...

There is no need to spend hours troubleshooting.
Clean format + clean driver installation and tell us how it goes.

If it still doesn't solve the issue, check your hardware (including your modem router. It could be the culprit).

last time i follow the ' so expert troubleshooting form 'expert' ' open cpu/hdd/memory/gpu loads/utilizations / logging/benchmark . troubleshoot for few day . end up nothing done .

i just format the pc and my problem gone. format take 1-2 hour . 'expert troubleshooting ' take few day but problem still same .

dont alway listen to so call expert lyn member , they just acting like an expert .

if you bring your pc to pc shop 90% will recommend format .

not sure if this is your problem ,

but do note that diablo 3 doesn't completely load all the data needed in the loading screen ,

it loads it while playing , therefore during the first 5 minutes of playing the game , u'd experience major drop in FPS due to the HDD limitations ,

a user has posted a guide on how to move the data to an external 16gb thumbdrive to eliminate the lag in the start .

or an alternative is to install diablo 3 on an SSD tongue.gif

so this is a spike and not constant right? ok if you're on vista/7, under computer management (assuming you're at least on pro/highest version, not sure if the lower versions has such tools) there should be a performance category where you can see more details on your pc performance (way more than task manager) and there should be a portion for hdd I/O utilizations, gauge that. check when you spike, is the I/O high.

i believe vista and above, you can customize your task manager to include disk I/O tab as well on the processes tab (in addition to cpu/mem usages, and task IDs/user or system IDs and process name along with desc.)
at least that's the case for my vista ultimate smile.gif

now if all of that is proven to be true, chances are you may be incurring high disk I/O and causing the lag spikes (do realize that d3 has no loading screens, it is all done in the background CONSTANTLY and they dont care if you're fighting an elite or not, if you're near an exit, it will start pre-loading the exit's levels/files)

additionally,
is your OS 32 or 64bit? what are your physical ram utilization after 15-30mins of gameplay on d3?
what are your windows pagefile settings?

if your RAM utilization are low and you still face this issue (assuming it is confirmed to be disk I/O issue), you can refer this thread:

In your case, I think the FPS drops cuz of the loading files from the Hard Disk, it could be the files located for your D3 are in the corrupted/bad sector after you installed it.

Hence, reformatting will solve your problem. But the problem will occur to other programs after reformatting.

Format is always the last option. Imagine I had tons of files/settings scatter throughout the hdd (and my precious steam app), the backup and restore job is hectic

please do not do that as some driver/graphic card will get stressed out trying to achieve max fps, gets over heated, auto throttling and you actually get shit fps.

There r 2simple ways u may wanna try:-

1) go to my documents>diablo 3>D3prefs.txt. Open the txt file and edit "disabletrilinearfiltering" from "0" to "1".

2) delete the battle.net folder(hidden file) to clear the cache. The battle.net folder n contents will be re-created when u start the game client.

Above may worth a try if u still unable to fix per previous suggestions here. Both just take like 5mins effort. Good luck.
