Return and processor & GPU to the shop and ask for a refund & compensation.
It seems the shop sold you some below par specs and didn't help you to install Windows with the right drivers.

1) donwload and update your grahpic driver

www.ati.com

2)  scan your pc for virus and malware .

3) if still lag after doing above step . format your pc

what are your cpu/hdd/memory/gpu loads/utilizations? please have a logging/benchmark runningĀ  in the background to gauge

also your fps value if it is constant or sudden spike/dips etc.

yea trying to track if i have any background service running. any tool to recommend or windows task manager good enuf? lol
yea i get sudden spike, sometimes for like 5 seconds . i see my msi afterburner fps counter drop below 10

Hmm...
You have issue playing D3 only or issue playing all other game?
*
i felt it more in D3 ... i can play new CoD games with almost max settings and i rarely get such spike. i cant imagine D3 being more taxing than those FPS. im not even playing D3 at max .... i get spikes even when i set to everything lowest ...

did some analysis. it appears that the HDD read spike correlates with my stuttering issue. perhaps i will give the 16gb thumbs trick a try.
