I think there is max. The stated value will be max.
I don't think it will run at max clock speed all the time. That drains hell a lot of battery.
Just my thoughts. Since that way it's not energy efficient.

GPU (Graphics Processing Unit)

CPU is used for calculation. Rendering can be done by CPU too but nowadays they're emphasizing Hardware Decode/GPU Rendering. This reduces the load on CPU. GPU is designed to handle graphics. From ICS onwards, GPU is used in many task like rendering the UI, flash, web etc. Video can also be hardware decoded using GPU given that the GPU supports the HW Decoding of the given format. If it's not supported by the GPU then CPU will be decoding your movie/audio files and this is called Software Decoding.
CPU normally has a higher clock speed whether in mobile phone or even in PC(forget about those high end Graphic card).

In Nexus, the chipset used is Texas Instrument TI OMAP 4460.
The CPU is a dual core A9 clocked at 1.2GHz with the Min as 350MHz, Max as 1200MHz on stock kernel. Its optimum frequency as designed by Texas should be 1.5GHz but no idea why Samsung/Google downclocked it. When we normally says overclock. As example, franco kernel that allows overclocking up to 1.7GHz. This always refer to the CPU. It allows the MAX to go up to 17XXMHz.
The GPU is SGX540, clocked at 304(or 308??) MHz. It's optimum speed as designed is 384MHz. That's why custom kernel appears to overclock it to 384MHz or 512MHz. IN MY OPINION, this is the Max speed because I believe GPU won't always run at max. Anyway, just take it as 308/384 or 512. Don't care about the min.

For the three values, 308, 384 and 512. It's said, 308MHz is used because it has a common voltage as XXXXX in Nexus. Sorry that I can't remember the exact thing because it's too technical to be remembered. Overclocking to 384MHz will increase the performance by erm... 18 or 20% while increasing from 384 to 512 is just 12~14%. Seriously, I can't remember the exact values. You should find it out yourselves. For 384MHz, it's said to be power consuming by quite a margin but not as much as 512. Using a 384MHz kernel is said to be good enough for battery life and also performance but 512MHz will consume too much power compared to other 2 values. There are no common voltage for 384MHz and 512MHz.

You can dig out the article. It mentioned all this in detail. I can't remember all the values.
Conclusion is... 308MHz is most efficient that's why google/samsung chose to clock at that frequency.
You can use the 384MHz version with quite marginal performance increase but also increase in power consumption.
Unless you demand for the power, 512MHz is too much and too power consuming.
It's said that SGX540 powerful enough but its bus bandwidth is too small to cater 720p display thus the poorer performance in all the benchmark.

For Takju build, OTA is rolled out for Stock ROM on 10/7
For Yakju build, also around that time, a bit later than Takju.

For Yakjuxw/Other builds, ETA = Unknown. These builds are updated by Samsung and Samsung is slowpoke

There's two kind of ROM, both also from Google, pure.
First, is AOSP. This is the source code Google released. I'm running on one of this version. The developers just pack the thing nicely then I flashed.
Second, is so called STOCK ROM, directly from Google, no flashing required. (Of course you can choose to Flash the OTA file). These get updated by Google Over The Air. But AOSP is normally faster than OTA.

Anyway... For me, I put in pocket when I'm walking around. When I feel 'safe' while sitting in class or with friends, I put on table. If don't feel safe then put back into pocket. One day maybe around 1~2 hours in pocket only. Most of the time on table. At home then on table too. I think is fine.

the improvement is massive.. i used 4.0.4 for a week after getting my phone.. to try the differences..

We've been answering this kind of question since N years back.
Anyway, download Android System Info from play store. Then go to Second Tab, look under buildinfo. You should see either Takju, Yakju, Yakjuxw.
Then... Go to first page, Ctrl+F and look for Yakju. You'll get your answer there.
