Yes I think you can safely assumed that.

The stores block transactions in unsupported regions. If I'm buying a North American version, I'll need an actual address that is linked to my card.

GMG auto detect where you browsed their website from, i.e. Malaysia.
They auto sells to you NA version if they found you browsed from US, or EU version if you browsed from "the rest of the world".
I suspect you can use US proxy server if you insist on NA version.

Well, doesn't matter~ Screw the region issue. We can play on ANY server we like ANYWAY.
Pay to where and to who isn't a problem, money can fly anywhere as long as Internet can reach~ I'm not concern about where to spend on Internet.

You can always request a debit card from bank, link it to PayPal and now you can spent everywhere.
Debit card also works in Credit car payment option too, but I find link it to PayPal is more convenient- no need to key in those numbers and passcode every time.
