life steal?? mmm i dont know how it works do u need high crit dmg for it to be effective?

you only want lifesteal when you have around 70k-100k dps at least till then LOH is better for you. Change to a source you will find your dps increase by a lot. you can try using stormcrow it has loh and arcane on return the only thing you need to find is crit i guess and yeah as mention before use storm chaser seems blizzard forget to change the coefficient for that rune

over I prefer my Wiz over my Barb

LOH is needed in any combat 1 hit = X life return.
so it's useful to help u sustain some hp when u hand in hand combat / spell with mobs.

also good for fighting mobs with reflective damage return.
