I think 4.5GHz is possible.
Run it for 1 hour.

Trial and error. I cant advise on offset & vcore as every chip is different.

Btw, i cant run my delided 3770K on MVE. Debug code 55, so must put on IHS in order to get rid of the annoying code. Reinstall the waterblock and retention bracket also wont help. Too loosen will give 00 code. It is fine on MVF in which i could run the same CPU nakedly without IHS
I think MVE CPU socket is more sensitive to pressure. It just doesnt like naked chip

That's call a vdroop, load vcore is lower than idle.
Depends on what level of Load line calibration LLC, highest level (ASRock is lower) will cause vdrop (load vcore is higher).

arghh forgot that you're using offset so forget about the LLC terms I use just now. 
I always use fixed vCore + LLC which would cause vdroop, good to go for 24/7.
You will need to test and decide yourself which level of LLC to use.
vdrop is only to test how high MHz can your chip achieve, in short term.

4.5ghz @ 1.25v? Call me skeptical, it's likely going to BSOD on you under load.

5.0GHz HT @ 1.2v!!! 
Even 1.3v I can only dream of it as I don't think I will be lucky enough to hit CPU jackpot.

try setting your vcore to +0.055.. it works for me... 1.35v.. 4.5ghz also..

Is that the vcore needed to stable your oc? Normally 1.37v should give you around 4.6~4.7Ghz, unless you get a bad chip which needed that kind of vcore to be stable @ 4.5Ghz.

4.2Ghz @ 1.19v. But during this time im still using my old board & cooler. For 4.3Ghz, maybe around 1.21~1.24 i think. Cant really remember.

Z77-G43 should be okay for daily usage. Btw, this might help you with the bios setting, got this from here: aar0nsky 4.6GHz BIOS Settings

Im not really familiar with OCCT.
Try use LinX or IBT, give it a quick run to check for instability. 5-10 run should be okay. Usually if your oc not stable, 1-3 run already crash/bsod. Don't forget to change the stress level to maximum. I prefer those 2 cos its really stress your cpu, faster in detecting instability. But it does give +-10c higher temp compare to prime95. For 24/7 oc, i usually left my rig overnight running prime95.

You already update your windows to sp1? this is a must in order to enable avx, so more stress for your cpu. that's why my gflops around 100+.

Last time i also suffer low gflops, but it seems to be solved after restart and change the ram speed. Your using latest IBT right? Try use linx, see what happen.

I believe yoi are using an old version of IBT which doesnt have AVX instruction.
As suggested by ketapang please use the latest LinX in post #1. Then you should get 100+ GFlops, regardless of any RAM speed.

You are not using the latest LinX 0.64 (11.0.0.004). I can see it from the title bar, latest one should have "Simply Linpack"

Download the LinX again from post #1 and make sure that you're running win7 SP1.
In LinX, select Memory (MiB) to "All"

Until you found the "Simply Linpack" version, then only you would get 100+ GFlops. The temps sound normal. But it's all fake without 100+.
You should easily hit TJmax with the correct LinX.
