1) This only applies if you're coming from Samsung stock rom (assume you start afresh). Tick debug in Settings > Applications > Development. After that copy the RC 1.3 rom zip file into your internal sd. 4.0.4 beta = the rom zip you downloaded.
2) No. Only for older versions of Elite.
3) No. Previously, there're 2 versions.
- No lag (original)
- Datadata fix (with a bit of lag)
Since you're using RC 1.3, there's only one version available. That "no-lag" version you're talking about is a rom!! If you flash that, you'll end up going to v11 which is an older version. Anyway, don't flash that
