You can't go beyond that. That is stock maximum clock speed. Setcpu will only set voltage to default voltages. You can't alter any voltage in that. You can't alter any voltage with an app too. You can only overclock or downclock and each clock speed has its own specified voltage which end user can't change. Unless you mod the kernel.
