Not from there. You download the firmware same as the place you download the USB drives from. From Samsung website.

Go download the baseband .. it should be something like

radio-maguro-i9520xxkk6.img

Set your GNex into fastboot..

and to flash the radio .. from command prompt:

fastboot flash radio radio-maguro-i9250xxkk6.img

and reboot when done ..

(Unlocking is when you can use your phone on a different carrier)

the phone should be support all the carrier (digi samsung celcom) by default since the phone sold locally?
