I'm thinking of buying the 4S, and I have a maxis and celcom number. I'm only willing to pay for the lowest plan for these two telcos, which would be more beneficial in terms of price and benefits?

It really Depends.
Whether u use intehnet more or talk more or sms more.

Personally i use intehnet more, so i go for u mobile lol.
Cheapest in the market, RM28/mth 1GB data limit.

i've got more on maxis hahaa but rm100 compared to rm68, it likely choice would be celcom. Umobile doesn't have plan rates for 4s right? All I saw that was close to specs with 4s was the Galaxy S2... (which means you bought it online right?)

If want to compare plans between Maxis and Celcom, Celcom win hands down. Although their internet plan have quota, you won't be charge extra if going over it. Only your speed will be throttled. Unlike Maxis where you need to pay for extra quota or pay as you use (where people kena Billshock if they never care to check).

For Calls, SMS and MMS still goes to Celcom as their iphone plan cover on and off network (to all telco) while Maxis only free sms and mms within network. Calls still free for on and off network.

For 3G network coverage, speed and stability still go to Maxis.

How to enable to use 3G services to download apps that more than 20mb? Everytime I download or update any apps, my iPhone will force me to use wifi instead of 3G.

Nope. That's the limit put by Apple so you don't accidentally update a 600mb app using 3G and burst your quota. Only way is the jailbreak way using 3G unrestrictor and other tweak similar but sadly jailbreak still not released for A5 devices.

Another question:

How to stop music from playing?
Only got pause, no stop.

If i pause it. Next time i play again, it will resume, not nice.

there has never been a stop function from the very first iPod with a physical click wheel. you could either close the application fully or press << when it's paused to play from the beginning the next time you play it.
