There's only adhoc play. What weapon are you using for underwater? Some weapons have different moveset underwater, e.g. Sword and Shield.

It's always difficult to find out the ingredients needed to make certain armors/upgrade weapons if you have no idea what's written. But you can find many translations or ask for help here should you run into any problem
