In a filing with Bursa Malaysia, Boustead Holdings said the three LoAs were in relation to the contract for second generation patrol vessels/ Littoral combat ships received previously by BNS from the Government.

“CAD is to undertake engineering and integration works in connection with the DCNS SETIS Combat Management System (CMS), together with procurement of the CMS and the Rheinmetall Fire Control System at a total ceiling contract sum of RM1.532bil for an implementation period of up to 10 years from the commencement date of the awarded works,” it said.

The commencement date of the awarded works is April 9.

“The awarded works are expected to contribute positively to the earnings of the company for the financial year ending Dec 31 and subsequent financial years as the tenure of the awarded works is long term in nature,” it said.

Boustead Holdings has a direct interest of 65% in BHIC and 68.85 % in BNS.

David Cameron calls for UK arms sales to Indonesia

Defence firms join Cameron on trade mission to Asia
UK keen to boost economic ties with Asia-Pacific region

will today attempt to boost British defence sales in Indonesia more than 10 years after the Labour government imposed an embargo amid allegations that British-built Hawk aircraft were used to bomb civilians in East Timor.

The prime minister, who will fly into Jakarta with some of Britain's leading defence manufacturers, said it was time to sell some of the "best defence equipment in the world" to an important democracy. Cameron is on a five-day trip to Asia, which will culminate in a historic visit to Burma on Friday, to try to boost Britain's economic ties with the world's fastest growing region.

On his first day in Japan on Tuesday Cameron mounted a strong defence of his decision to exploit a liberalisation of Tokyo's defence procurement rules. Executives from six defence companies, including BAE Systems and AgustaWestland, are accompanying the prime minister on his tour of Asia. "It is absolutely right that a British prime minister takes defence companies with him on a trade mission like this," he said in Tokyo.

As he prepared to fly to Jakarta, he said Britain should now be free to sell arms to Indonesia which he described as one of the world's great democracies. "Britain makes some of the best defence equipment in the world and it is right that it is available to Indonesia, under the very same criteria that we apply to all our partners around the world," he said in an interview with Jakarta's Kompas newspaper. "That is why some of our leading defence companies are with me on this visit."

There were reports last year that Britain was involved in negotiations with Indonesia to sell 24 Eurofighter Typhoons in a £2bn deal. Britain denied there were specific discussions, though ministers said they were keen to explore defence projects with Indonesia.

The Labour government banned the export of fighter jets to Indonesia in 1999 after reports that Jakarta had used BAE-built Hawk aircraft to bomb civilians in East Timor. In the same year Indonesia relinquished its control of East Timor which became a sovereign state in 2002.

But Human Rights Watch has been highly critical of Indonesia's human rights record in recent years. On the eve of a visit to Jakarta by President Barack Obama last year, the group criticised Indonesia for a lack of accountability of security forces for "continuing abuses, including extrajudicial killings and torture in Papua and other areas".

Cameron will meet Susilo Bambang Yudhoyono, who was elected president of Indonesia in 2004 in the first direct elections after the fall of Suharto in 1998. Britain believes that Yudhoyono has been instrumental in underpinning democracy in the world's largest Muslim nation of 245 million people. In his interview with Kompas, Cameron said: "Indonesia has transformed itself in the past decade into one of the world's most important democracies, with a free media and elections. The military no longer plays a role in politics, but fulfils its proper role defending the country from external attack."

He added: "In Britain we now have what is one of the most rigorous and careful arms licensing systems in the world, to ensure that arms do not fall into the hands of those who might misuse them. But at the same time we believe that democratic and responsible countries like Indonesia have a right to defend themselves, and to buy the equipment needed to do so."

Cameron wants to widen Britain's economic links with Indonesia which is due to become the sixth or seventh largest economic power in the world, and he believes that his visit provides an invaluable platform to reach out to Muslims in the country and beyond.

The prime minister's remarks to Kompas contrasted with comments in Tokyo where he played down Britain's defence interests in Indonesia. "Indonesia is much more broadly based on trade. We have 0.07% of Indonesia's market. The [UK] defence businesses – some of them will still be on the trip [to Indonesia]. But it is a much more broad-based economic relationship that we are looking for."

In Tokyo, Cameron visited Nissan's Yokohama headquarters where the carmaker announced a £127m investment in its Sunderland plant to produce its new hatchback. The main focus of his talks with Yoshihiko Noda, his Japanese counterpart, focused on defence and on helping Japan with nuclear decommissioning. Japan has named Britain as its first overseas defence trading partner after the US after a recent relaxation of its procurement rules.

The prime minister was accompanied to Japan by Professor Sir John Beddington, the government's chief scientific adviser, who said the British embassy in Tokyo should remain open last year after the Fukushima nuclear disaster which followed the tsunami. Beddington is regarded as something of a hero in Japan.

Cameron said: "Britain very much stood with Japan at that difficult moment in terms of Fukushima. Now we are working with the Japanese to try and help with the nuclear clear-up and the steps that need to be taken around Fukushima. We think there are important opportunities there for British expertise to come into play. We also want to see good co-operation in the nuclear industry between Britain and Japan in the future."

Airbus Military A400M to Visit Asia for First Time‎
10/4/2012

Malaysia as A400M customer is first destination.

The Airbus Military A400M new generation airlifter for the 21st Century, is to visit Asia between April 14 and 20. Malaysia, an A400M customer, is the first and longest stop of its three-nation Asia tour, with the aircraft staying there from 14 – 17 April. The tour continues with visits to Jakarta, Indonesia, and Chiang Mai and Bangkok, Thailand, before returning to Europe.

The visit, the first time that the A400M will be seen in Asia, will give the Malaysian Government and Air Force a chance to see the A400M at first hand. The Malaysian Government has ordered four of the new aircraft which has as its launch customer nations Belgium, France, Germany, Luxembourg, Spain, Turkey and the UK.

The aircraft that will be flown for the Asia Pacific tour is Grizzly 4, one of the five development aircraft.

For the Malaysian leg of the tour, the A400M will be welcomed by the Chief of the Royal Malaysian Air Force on 15 April at the Subang Airbase. The aircraft will then remain there on static display, for visits by the Minister of Defence, Royal Malaysian Air Force personnel and invited guests who will be participating at Defence Services Asia 2012. Demonstration flights will take place over the following days with selected Air Forces and VIP guests.

Grizzly 4 will then fly to Jakarta, Indonesia, on 18th April where it will be based for a day at the Halim airbase. Government and Air Force guests will be able to visit the aircraft and participate in a demonstration flight to get a firsthand experience of the outstanding capabilities of the A400M. Airbus Military’s long standing partner in Indonesia, PT Dirgantara Indonesia, is supporting and facilitating the Grizzly’s visit to Indonesia.

On 19th April, the aircraft will leave for Thailand with a visit to the Chiang Mai airbase first, participating in the 100th anniversary celebrations of the Royal Thai Air Force, followed by a flight with the Royal Thai Air Force on board to Don Muang International Airport in Bangkok. Various Government and Air Force guests will visit the aircraft during this static display. The aircraft will then return to Europe on the 20th of April.

The A400M is an all new military airlifter designed to meet the needs of the world’s Armed Forces in the 21st Century. Thanks to its most advanced technologies, it is able to fly higher, faster and further, while retaining high manoeuvrability, low speed, and short, soft and rough airfield capabilities. It combines both tactical and strategic/logistic missions, while being also able to be used as a tanker plane. With its cargo hold specifically designed to carry the outsize equipment needed today for both military and humanitarian disaster relief missions, it can bring this material quickly and directly to where it is most needed.

Conceived to be highly reliable, dependable, and with a great survivability, the multipurpose A400M can do the job of three of today’s different aircraft models in a single one. This means smaller fleets and less investment from the operator. Able to do more with less, the A400M is the most cost efficient and versatile airlifter ever conceived and absolutely unique in its capabilities.

Later Tuesday, the Gregorio del Pilar reported that the two Chinese surveillance ships had arrived and taken up a position at the mouth of the lagoon, blocking the way to the fishing boats and "preventing the arrest" of the fishermen. The situation remained the same Wednesday morning, the Philippine statement said.

The Philippine foreign minister, Albert Del Rosario, is seeking a "diplomatic solution" to the situation with China, the statement said.

The Chinese Embassy in Manila has complained to the Philippine authorities about "the harassment of Chinese fishermen," China's official news agency reported Wednesday.

China has "urged the Philippine side to stop immediately their illegal activities and leave the area," Xinhua reported, saying that the fishermen were taking shelter in the lagoon "due to harsh weather conditions."

The embassy is "still engaged in discussions with the Philippine Department of Foreign Affairs to seek a solution" and maintain peace and stability in the South China Sea, Xinhua said.

The South China Sea -- a 1.3 million square mile patch of the Pacific Ocean bracketed by China and several Southeast Asian nations -- is dotted with hundreds of largely uninhabited islands and coral atolls that are home to some of the world's most diverse marine life. Also under its waves lie potentially huge reserves of natural gas and oil.

That prospect has peppered the sea with competing claims from China, Vietnam, the Philippines, Malaysia, Brunei and Taiwan. It has also resulted in frequent small-scale clashes. Last year, a spate of incidents took place between Chinese and Vietnamese vessels.

Indonesia is expected to have an Air Force that is on par with China and the United States in dominating Southeast Asia by 2045, University of Indonesia defense expert Andi Widjajanto said Tuesday.

Speaking at the International Air Power Seminar 2012, Andi said that the Indonesian Air Force (TNI-AU) capacity for air force dominance in 2012 was slightly below that of Malaysia, with the strongest being the US, quoting Jane’s Southeast Asia Air Force Inventory 2012.

If Indonesia goes to war with the US, the TNI-AU would be put in a state of paralysis against the superpower, being air subordinate relative to the super power.

Air subordination refers to the weakness of a country's air force relative to other countries. As of 2012, Indonesia is considered subordinate to countries like China, but is considered air superior to countries such as East Timor.

If Indonesia fights against Malaysia, the two countries would be on equal grounds in terms of air force dominance capabilities, or what in military terminology is referred to as air parity.

“We already have strategic plans [for the air force] for at least until 2024. The government has already planned that and we will reach the country’s minimum essential force requirement by that year,” Andi said. “By that year, we will reach air parity with Singapore and Malaysia.”

“We will have air dominance throughout Southeast Asia by 2045.”

Andi said Indonesia would have air parity with countries such as China, the Five Power Defense Arrangements (FPDA) and the US.

“But we still don’t know how we will be in the position of air dominance with those countries,” he said.

LGE should just leave it to Tony Pua to ask this sort of question. Even if he want to ask, should leave out the comparison with Pinoy acquisition. The comparison is just to create bigger impact to the question but would make it look stupid for those knowing the differences. I thought MP has research assistant to help them.

There's 2 thing I see able to achieve here :

1 for the people to understand how is the fund being use.

While the details leave it to the MP to understand , and I believe such details are confidential only the manufacturer, Mindef , and the component supplier have the detail information.

Because always buying such things the shell looks the same but the technology behind differs from 1 package to another eg: Guns, Radar, Locking Mechanism, Comms , Missle, Engine, electrical system ... etc...
