Aite, let me try clear things out the best as I can.

To see this matter on how Bousted have the tender, we have to look way back even before the NGPV time.

The Gomen has issued a tender on building a 27 New Generation PV for TLDM, this tender was call back then,
The winner at that time is PSC Naval Dockyard, they beat other 2 company (IINM) one of them is Sabah\Labuan Shipyard because PSC have better facilities and experience.

Then PSC fiasco came in, The sunovabits A**n S**h fled the country with the money and leave the ship like that.
So to solve this problem The Military under Lembaga Tabung Angkatan Tentera use Bousted to buy the company along with all the problems and assest and continuing the project.

The SGPV is the continuity of the 6 NGPV and the only changes is the Ship from Meko to another 6 Gowind.

even with the completion of SGPV there still 15 ships that need to be supply to the Navy by Bousted or the Government of Malaysia could be sue on breaching the contract!

Singapore's latest early-warning surveillance jets went operational on Friday - sharpening the Singapore Armed Forces' 'eyes-in-the-skies' capabilities so that warfighters can see better and further, to pre-empt the enemy.

The four Gulfstream 550s, the same business jets that are used by the rich and famous, were converted for military purposes and replace the Republic of Singapore Air Force's ageing propeller-driven E-2C Hawkeye airborne early warning aircraft.

The powerful radars fitted on the G550s will allow the RSAF Air Defence and Operations Command (Adoc) to detect, identify and track hostile aircraft at greater distances.

Adding the new jets to the RSAF's arsenal of enemy alert equipment, which includes the new unmanned aerial vehicles, is a milestone in Singapore's push to become a modern fighting force.

too add few point.
builder is by default BNS as government is bind under the agreement of the NGPV.
however the model and design of the ship is open for tender. which include sigma, BNS own design, DCNS gowind class and there were several other more.
after Gowind win the tender.
weapon systems, CMS, FCS are on tender as well however it is a close door. as they were under evaluation and discussion btw BNS and the Navy and possible DCNS as well.
