Similar to my situation. Car free of any loan. Want to transfer ownership but the car insurance and roadtax due.
What are the steps? Already booked a slot with Puspakom. Next two weeks.
Should I settle puspakom inspection first? Or should I renew the roadtax and insurance first?
*
Puspakom valid for 30days,so it's ok.

New owner must buy insurance & effective date must be on or later JPJ procedure.

Roadtax new owner can buy new at JPJ sekaligus.

My dad passed away and his car is under his name. Two questions:

1. How do I trasfer the car to my name?

2. Is the current insurance policy still valid, i.e. if I drive the car before transfer is done, will I be insured if something happens? The policy only expires in November.

Thanks in advance.
*
If I remember correctly, it can be transferred to next of kin, but I cannot recall the process. Enquire with JPJ. My late granddad car was transferred to grandma, then sold off, so it’s possible.

Good question on insurance part, wonder if still valid is policy holder is deceased.

I want to ask about item 2.:

a. I'm selling my car to my brother, but he's gonna pay me installments (not a loan). This is considered cash, right? Do we need to provide details or proof?

b. Is it possible to FAIL the puspakom test? Does it mean I can't sell my car?
*
Your quoting a 9year old post.

a. If does not involve loan from financial institution, then just change name @ JPJ. Assuming vehicle is already paid off & released by bank.
b. Ofcourse its possible to fail, thats the point. Fail = not fit to transfer ownership.

If the puspakom test fails, but the buyer agrees to buy and make repairs himself? Still can or not?
*
That is outside of scope of puspakom & jpj, its entirely between current & future potential owner.

Anyway, unless tint is out of spec, failure in regards of body (aka, kereta potong & sambung for example) cannot be rectified once fail, as its illegal.

If engine number no match, can just endorse with proper documentation (they will test more item like brake force, headlight, undercarriage, etc)

The point is, cannot change ownership if fail puspakom, and not all failure points detected by puspakom can be rectified.

If your own car, you would know best if any major repair to body or change of engine was performed.

Anyone may purchase insurance for any car at any time (provided have necessary details), but which kind soul wants to pay for others insurance coverage, i not sure, but I'd wanna be friends with them pls laugh.gif

Usually, once B5 lulus, buyer may purchase new insurance. Buyer also would not be silly to purchase before a vehicle is certified road-legal by Puspakom. Buyer can specify the effective date for new insurance coverage so it start on the day at JPJ.

Ideally, buyer should already have insurance purchased prior to being at JPJ for name transfer, to avoid unforeseen issues or delay. JPJ name change take less 10mins at counter.
Buyer also buy new roadtax at same time, so both insurance & roadtax expiry would sync.

Current roadtax cancel, and apply for refund (bring bank statement so can submit immediately)

I have one question, i just sold my car to a buyer, he paid me full in cash, apparently he is a runner, so we did a thumbprint after he paid me the cash, he told me i can withdraw my insurance after 2 days. puspakom he will settle, and change name also he will settle. Already passed the car to him. Its my first time selling my car. so any tips if i did the right thing?
*
Odd that you did thumbprint before puspakom.

But since you already have the money, best to confirm with your runner once he has completed & transfer name from yours to avoid any possible issues later.

You may cancel insurance immediately after name change process by JPJ.

Hi sifus,

Asking for a friend. Below is her text

So my mom is selling the wira to one of her relative’s worker. But this dude is from Pahang, apparently he applied for permit to travel up here tomorrow to get the car. I’m not sure if this buyer know the proper procedure, I only know he’s eager to get the car. So I think he’s just trying to get the car first, drive back to Pahang, then only settle with the puspakom and jpj there. So now I don’t know what’s my procedure here as a seller. I know there’s this jpjk3 form that has to be fill up by both seller and buyer, and both have to do biometric print at the jpj, problem is, I don’t know can do separately or not. And I’m not sure what other documents needed for seller to submit except the jpjk3 form, copy of ic and car grant. And I’m also worried that, the buyer didn’t manage to complete the ownership transfer within 7 days from the day seller sign the documentation to sell. Because I read online, they say if the buyer failed to do so, seller will get fined and take every responsibility of the car if anything happens even tho is not under the seller’s keep

Also, the car insurance has to bear by the new owner right ? Meaning he has to buy a new insurance policy for the car right?
*
Long story short: if handover a car to another person, your putting trust in them to do the right thing.

What about payment?

Should I just wait another few days and try again?
*
For JPJ name transfer to be completed, it must first have a valid insurance coverage in the owner's name.

So how/why rclxub.gif

Can any pro share the latest ownership transfer procedure A-Z from father to daughter? The car is an old 2009 camry. How to buy the insurance cover in advance via online? Because the car is not under daughter name yet.
*
It does not matter what the relationship is between current owner & future, process is the same.

puspakom inspection
buyer get insurance before go jpj
go jpj transfer ownership

Can buy the insurance online?
*
Yea you can get online, but be wary for older cars some insurer may require you to submit windscreen pic before they cover windscreen. But you can add on at later date anyway.

Just inform insurer of the commencement date of new insurance, eg going JPJ on 16/11, new insurance with new owner name start also on 16/11, you can buy in advance.

important is roadtax bought on the day cannot exceed insurance coverage period vise versa is ok

1st question:
Current VOC has owner name on it..

IF I engage those service where the runner can do thumbprint at our place to tukar hak milik, how is the new car owner gonna get the latest VOC printed for him?
JPJ will issue new VOC after change of ownership.

QUOTE(Boy96 @ Nov 28 2021, 11:33 PM)
2nd question;

Regarding current insurance and roadtax, if go jpj to do hak milik transfer, how do I get a refund of both of my insurance and roadtax balance? Or is there a way to transfer to new owner whilst still maintaining the current roadtax (without insurance)?
*
insurance you may contact your insurer to cancel, get prorate amount (if applicable)

roadtax prorate also, must bring current roadtax, your bank statement printout, takes up to 6mnth for refund

thus far, i sell & buy also current roadtax cancelled... easier for new owner since roadtax & ins parallel instead of offset like last time

Has anyone performed transfer of ownership at JPJ recently?

odd I was informed by 2 different people that new owner does not need insurance to be active on the car they are purchasing to perform the name change at JPJ.

exhibitA: used car dealer inform can still change name even no insurance coverage on the thumbprint day
exhibitB: current owner of a vehicle I am planning to purchase said when he purchased car in early 2020, he only did the insurance AFTER the JPJ process

However I remember that was one of the prerequisites...so odd

Performed voluntary ownership transfer from a foreigner, however these type of transactions which require password cannot be performed at UTC (yes, build a entire building but simple feature is not available, and there is a immigration dept there too...go figure, gov style).

Anyway, thanks to covid, long ass queue @ JPJ Permaisuri (> 40min queue outside into the back alley of a building while smelling all the rubbish & drain).

Tbh, i think better engage those agents/runner which has the device to thumbprint rather than stand in line.

Interesting.... are there any caveats? eg: must purchase ins within x period of time, did you get roadtax without insurance?

this is puzzling, meaning we can now take ownership of car which no valid insurance & (assume) roadtax like if buying those cars no ready for OTR or whatever reason

Currently my father is the owner of my car and I am planning to change it to my name to start building on my NCD.

The car is last insured on 2021 May with 55% discount. How does the insurance work if I were change the ownership name now? Can I get my agent to change the insurance to my name? (I don't think this will work since I got 0% NCD)

Do I have to get a new insurance under my name before transferring and pay full amount? If that's the case, will we be able to get refund on the paid insurance?

I don't want to cancel my road tax, will continue to use until next cycle.
*
NCD follow person, not car. and can only have 1 instance of NCD.

Insurance must follow legal owner, so there is no "change insurance to my name", it is change of ownership of vehicle.

Cancelled insurance can get refund prorated from your insurer, contact them to get more info. Same with roadtax, from JPJ but must bring statement copy.

Does the puspakom inspection have validity duration/expiry date?

Buyer get insurance is based on car number plate? What about NCD? Can this be done through all those online insurance provider (fatberry et. al.?)
*
Puspakom validity if 30days from date of inspection passed.

Insurance details are according to the buyer, NCD or not, noting to do with the seller. I always ask the seller to provide the reg card details but redact their personal info.

I've personally attempted to purchase insurance through these online services, both were unsuccessful saying ID not match or some shit, maybe for renewal only, I dont know.

But now buyer can legally get the car without insurance at JPJ apparently, get insurance after the fact.

Please look at past post, dont know how many times similar question asked.
yes need, puspakom & jpj not concern with relationship of current & future owner.
